ROSALES, Pangasinan- Mayor Susan Pagador- Casareno bares the superb endeavors and commendable undertakings her administration as the local chief executive of this highly-progressive town for almost three consecutive terms, highlighting the accomplishments and undeniable gains of her leadership, which are well-founded testimonies of an far-reaching community service downhearted to the ordinary people, as she assures to continuously make it conceivable to “bring the local government more closer to the people.”

way I can. Six years after and on my third term, the dedication, commitment, and the passion to serve remains. I DID NOT WAVER. When I end my term as the 55th Local Chief Executive of Rosales, I will be leaving behind a legacy of honest and faithful service marked with substantial accomplishments. I may not have been the best mayor, as I do not aim to become the best; I only aspire to be a good mayor. And indeed, I will be until the end of my term, Mayor Casareno stated during the SOMA, she delivered on November 22 which gathered a huge crowd that spilled over the Municipal Quadrangle down to Rosales North & South Central Schools.

Pleased over the achievements of the local government, Mayor Casareno said the municipality of Rosales today is captivating the right direction on the road to attaining the shared aim for their beloved town “to be delighted as the finest place to Invest, work, live, and Raise a Family.”

In emphasizing the various undertakings of the municipality in route with the Development and Progress Thrusts, of President Rodrigo Duterte, Mayor Casareno reiterated that the programs, growth determinations and services motivated by the current administration are reaching down to remotest sitios and 37 barangays – to reach out to the underprivileged people , especially the Senior Citizens and Persons with Disabilities.

As for the newest instruction of President Duterte to all LGUs- to build wellness centers to the elderly, she is glad to announce that in the Stimulation Therapeutic Activity Center (STAC), they have already installed all the needed facilities and amenities like; massage areas , therapy pool, clinic and for the recreational activities and cinema viewing, all is free for the Senior Citizens , courtesy of the SM City- Rosales, these because she believes that senior citizens deserve utmost care and support after fruitful years of contribution to their communities.

On this message, the local chief executive assured the persistent unpretentious service of her administration to continue to provide in partnership with the different agencies and other development partners.

Since she assumed as the local chief executive in June 30, 2013, Rosales saw the thorough delivery of healthcare services a leading public healthcare delivery service which has already benefitted 37 barangays & sitios with thousands of residents served and even the residents from the neighboring towns, who are in dire need.

Agricultural progress in this municipality continues to flourish- to secure food security of their town, which is sustained through the consistent production support efforts of the municipality for farmers and the providing of irrigation small impounding facilities, distribution of seeds, fertilizers, and farm modernization service facilities.

A wide-ranging job placement strategy of PESO was able to link the job placement of job-seekers.

“Ang Rosales ay itinuturing na malaking pangalan sa larangan ng PESO o Public Employment Service Office. PESO-Rosales continues to achieve gains and now flies its banner high. Recognized as the Best PESO in the entire Region I for 2018 and Nominee for National Best PESO in the whole Philippines, PESO-Rosales has now benefitted 659 job applicants and given them their own source of living thru the series of local and special recruitment activities it had conducted for this year alone, “she explained.

Over and done with the Livelihood Assistance Program, the local government, thru its MSWD & PESO Personnel reaches out to the different prearranged groups to aid them in their livelihood ventures.

Environmental protection and Disaster Risk Reduction and Management are major apprehensions of the present administration with advocacy programs serve as outlets to mobilize MDRRMO personnel in the utmost barangays in case of typhoons and other natural calamities.

Dahil dito, mas mamomonitor na natin ang buong bayan katulong ang mahigit 80 CCTV cameras. Bumili din tayo ng dalawang ambucycles na dagdag rescue vehicles sa panahon ng emergency,” she said.

Socialized housing is also not neglected as the local government continues to provide housing entitlements to qualified applicants, and resettlement projects to informal settlers.

“On compliance to national laws and orders, Rosales is above passing rate. We passed the Road-Clearing Evaluation in respect to the directive of President Rodrigo Duterte to reclaim all public roads. On top of all these awards, the conduct of responsibly, properly, and honestly managing the municipal coffer earned for the municipality its most prestigious award. I am now proud to announce that the Municipality of Rosales has been awarded the 2019 SEAL OF GOOD LOCAL GOVERNANCE, the highest and most important award ever given by the DILG, bilang pagkilala sa katapatan at kahusayan sa pamamahala ng kasalukuyang pamunuan,” she added.

Tourism promotions and cultural development come together to spur development and economic opportunities for the people, as the municipality is endowed with natural and man-made wonders.

Celebration of cultural development in this town is highlighted by way of “Tinapa Festival.”

Rosales today is famed for its extensive sports development program, as a breeding ground of athletes who are fielded to various sporting events in the country and even abroad. Other notable sports programs include: the RUSAC, SPC Cup, Inter- Barangay Games: Basketball and Volleyball, Chess and Badminton tournament, among others.

She finished 13th place in the Asian Junior Exchange Program held in Tokyo, Japan last August 27 to September 3, 2019. Under the present administration, the Municipal Scholarship Program is expanded further, serving scholars under categories – academic, State Universities, and Technical-Vocational.

Complementing the peace and order efforts of police authorities is the support of the local administration to the drive against illegal drugs, among any illegal activities. Rosales continues to be a drug-free municipality. Under the present watch of Police Major John L. Corpuz, nanatiling mababa at bumaba pa ang crime rate ng Rosales. On the other hand, the PNP-Rosales has also implemented municipal ordinances by conducting checkpoints and Oplan Sita, which generated additional revenue thru the penalties of violators paid at the Treasury Office.

It was also noted that the wide-ranging fiscal managing of the Municipality of Rosales not only attracts investors to establish their businesses and investment ventures in the municipality, but also encourages agencies and private entities, balikbayans and various philanthropists to help the town in the development efforts.

The local government will continue the excellence in good governance it is known for. “While we have already achieved much of our plans, programs, and projects, we are not finished yet. We have to put on our work shoes as we are still on the job, Mayor Casareno reiterated.

The occasion was magnificently emceed by the ever down-to- earth, respectful and bright Mdm.Catherine Lopez, the current SB Secretary and capped by the ceremonial lighting of Christmas Lights around the vicinities of RBE Stadium and Municipal Presidencia, followed by spontaneous display of fireworks that amused the spectators, which was sponsored by the Filipino –Chinese Chamber of Commerce, afterwards, the raffle of the different prizes among the residents.
